When the cat's away, the mice will play. （猫がいないとネズミは遊ぶ。）

直訳すると「猫がいないとき、ネズミたちは遊ぶ」、日本の諺では「鬼の居ぬ間に洗濯」にあたる表現です。つまり、親や先生など自分を監督する人、他には怖い人やうるさい人などがいない間は好きなことができるという意味です。

A: I will be away on a business trip all next week, but the kids will stay at home. I hope that they’ll behave. (来週は出張でいないけど、子供は家に残ります。良い子でいてくれるといいね。)
B: You know what they said, when the cat’s away, the mice will play. You might want to call every day to check up on them. (猫がいない時、ねずみが遊ぶというよね。毎日電話をして、様子を確認したほうがいいかも。)
